The fate of the existing state organizations, responsible for the innovative development of the Russian Federation – Skolkovo, RVC, Rosnano, etc. will be determined in the near future, perhaps, they will face a merger or liquidation.
This was announced by the Deputy Prime Minister Arkady Dvorkovich after the meeting, which had been held by the Prime Minister Dmitry Medvedev.
According to the Prime Minister, the country’s innovative development suffers from a number of problems, including lack of the funding sources, limited markets, unsystematic nature of the state policy in the field of innovation, and the low demand for innovation.
In his message to the Federal Assembly, Vladimir Putin, the President of the Russian Federation, noted that one of the major development objectives is to address challenges connected with the technological modernization of the state in the context of Russia’s current economic situation. He instructed to focus on creating a new Agency for Technological Development, according to the Prime Minister.
The meeting participants expressed support in favour of mandate revision, and for the reviewing goals and key performance indicators of Rosnano, RVC, The Fund for Assistance to Small Innovative Enterprises in Science and Technology, (Bortnik Fund), VEB Innovation and Skolkovo.
They will probably face reorganization, during which a merger or even liquidation of individual institutes are likely to occur. As a result only three organizations will be established: the Government Project Office, the Agency for innovative development, and the project office of the National Technology Initiative (based on RVC).
The management of reorganized institutions of innovative development is expected to be replaced.
A decision on reorganization will be made in the near future, within several weeks, after streamlining programmes with all the institutions.
