Top executives from Russian Basalt Ltd., ZUKM, POLIDOR, Composite-Group Chelyabinsk, Polymer-Stroykonstruktsiya attended the meeting hosted by the CCD.
The Vice-Governor of the region, Ruslan Gattarov, thinks that small and medium-sized enterprises often come up with innovations, rather than representatives of big business and it is more convenient for the state to maintain cluster associations, rather than multiple manufacturing facilities.
According to Aleksey Udivanov, the General Director of Russian Basalt, the company engaged in manufacturing basalt fiber:
The meeting at the Ministry of Economic Development discussed the steps towards the creation of the composite cluster, considered the advantages for businesses to join the cluster. The region has experience of setting up industrial clusters, so they came up with an idea to found an association of composite manufacturers, which may involve representatives of the basalt industry.
We face a lot of organizational work in this field, as to create the cluster we have to combine at least ten enterprises located in the same region and connected with cooperative agreements. At present, a group register for companies being able to join the cluster is being formed.
The State maintains such associations on the basis of the Russian Government regulation №41 of 28.01.2016 on subsidizing the participants of industrial clusters. According to this resolution, such type of enterprises can partially offset the cost of equipment, documentation, personnel training etc. at the expense of the state budget.
The Centre for Cluster Development of Chelyabinsk Region was founded in March 2016. Its objectives include communicating information and sharing experience with companies involved in cluster development.
